Council on International Higher Education Supervision (CONIES)

The Council on International Higher Education Supervision (CONIES) is a non-governmental, membership-based organisation that provides quality assurance services for higher education, particularly postgraduate programmes delivered through online, distance, transnational, and collaborative arrangements. According to its official website, CONIES originated in 2012 as an international association established by universities seeking to coordinate quality assurance practices and academic standards across borders. In 2015, it established a nonprofit organisation in Austria to develop its accreditation standards and expand its quality assurance activities. CONIES also reports registration in Innsbruck, Austria, and registration of a related organisation in Delaware, United States.

CONIES operates through its CONIES-ICHE Board of Accreditation, which evaluates postgraduate programmes at master’s and doctoral levels. Its services include programme accreditation for eligible degree-awarding institutions, programme validation for providers without their own degree-awarding authority, and quality management system certification. Its assessment process involves reviewing institutional documentation and programme quality, with evaluations conducted by peer reviewers and experts in relevant academic fields. The organisation states that its accreditation is particularly intended for transnational, inter-university, and online postgraduate programmes. It does not claim to replace national accreditation or government authorisation.

A crucial consideration is CONIES’s own disclosure concerning recognition. Its website explicitly states that the CONIES-ICHE Board of Accreditation is recognised by its founding member universities but is not endorsed or recognised by any government agency or public accreditation body. Therefore, its accreditation should be understood as private, voluntary quality assurance rather than government-recognised accreditation. CONIES also reports membership in the International Network for Quality Assurance Agencies in Higher Education (INQAAHE) and the Asia-Pacific Quality Network (APQN). Membership in these networks does not, by itself, establish government recognition or mean that CONIES has authority to accredit institutions on behalf of a national regulator.

CONIES distinguishes between accreditation and validation. Its accreditation is intended for eligible institutions with recognised degree-awarding authority, while validation may apply to programmes offered by providers that cannot award degrees themselves. The organisation also cautions that its programme accreditation does not guarantee that a qualification will be accepted or recognised. Students should therefore check both the accreditor’s status and the legal standing of the institution actually awarding the qualification.

Overall, CONIES offers specialised private quality assurance for international postgraduate education, but it is not a government-recognised public accreditor. Before relying on a CONIES accreditation, I recommend that you verify the awarding institution’s legal status and confirm directly with your intended employer, university, or national education authority whether the qualification will be accepted.

The distinction between accreditation and validation is worth highlighting, especially for postgraduate programmes delivered across borders. CONIES also makes an important disclosure about its recognition status. Students should check who legally awards the degree and confirm whether the qualification will be accepted by their intended university, employer, or national regulator.
